There don't seem to be many references indepednent of the library that lend notability to this locally important topic. Most of the reference related to the context of reading in South Africa more broadly, which could be helpfully added elsewhere. I also wonder about the relevance of national literacy rates in Parkview, which seems to a be relatively affluent part of Johannesburg. Are there figures on local literacy being problematic?

Hi, I've moved this article to draftspace because I believe it is a better candidate for the WP:AFC process given that two of the citations in question appear to be to yourself. This is not automatically against Wikipedia policy, but I would recommend reading WP:SELFPUB and WP:SELFCITE to understand Wikipedia guidance on doing this safely.
Ahead of the AfC review, I would also recommend trying to find more sources that use the WP:COMMONNAME for the phenomenon that you're describing, along with more sources that involve editorial review - blogs and student newspapers don't really contribute much towards WP:NOTABILITY. Surprised that you have deleted an article in Sandbox. I was looking at the criteria for Wikinews https://en.wikinews.org/wiki/Wikinews:Criteria_for_speedy_deletion. I see that you are actively editing this article, but you don't seem to be working to resolving any of the issues with it, rather you are adding to them by simply updating current events. Could i suggest that you work on actually defining/describing the subject of the Johannesburg Emergency Water Supply, in such a way that it is both encyclopaedic and not a largely opinion piece (apparently) aimed at local users of the water supply. I'd suggest that you need a structure which first defines the problem and the reasons for it, then describes official/potential solutions, and finally gives current events as a small part of the article. Thanks for the notice. Walter Sisiulu University is a (by international standards) a small and insignificant institution. I have not visited their campus yet, but they have brought new leadership in and I would like notable academics within the institution to be recognized and noticed. I will however being adding images and text from the JoburgPedia Digitalization Project to this Johannesburg Blue Plaque list, since this is clearly openly licensed. It appears to me that the Johannesburg Heritage Foundation owns the copyright to the prose on the plaques. We need to have documentation that shows in writing that they have given permission for the material to be copied to this website, and are prepared to release the material under license. Wikipedia has procedures in place for this purpose. Please see WP:Donating copyrighted materials for an explanation of how to do it. There's a sample permission email at WP:Consent.There are already numerous photos of blue plaques uploaded to the Commons.
