You really should be more specific. There are three different locations in the article where there are references, adjacent to a mention of Reagan. The opening paragraph of the lead ends "...and a set of executive orders issued by the U.S. president to implement the policies". But I don't see how that can be literally true of a document published in 2023. Presumably it either means "...and a set of executive orders intended to be issued by the U.S. president to implement the policies" or "...and a set of executive orders which were subsequently issued by the U.S. president to implement the policies". Or something else. I don't know anything about this subject. I was just driving by and thought I should mention my confusion about what the sentence means.
