I will review this. Please give me time to go through the article and I'll leave comments as I go. I don't know a whole lot about weather, so I may have some questions down the line.

- "moderately costly" feels a bit a bit awkward imo, could this be changed or omitted?

References look good. Lots of India Meteorological Department reports but that seems alright. I spot-checked sources 17 (Associated Press), 19 (BBC), 22 (Economic Times), and 44 (ETV Network) with no issues.
