If this sign just said RING BELL, then the sign would sound demanding, however the simple word "please" makes the sentence calmer and more likely to achieve its aims.

When addressing other editors and making requests, please say "please".

The word "please" is a magic word. If you want another editor to do something, there is a much better chance (but not guaranteed) that they will do it if you use the word "please".

"Please" indicates politeness and turns a sentence from a demand into a polite question that something should be done.

What if I don't say "please"?

Not saying "please" doesn't violate any Wikipedia guidelines or policies because it is simply a common courtesy.
