Requirements for allowed uses
For permission to be granted by Microsoft for any uses allowed by these guidelines, you must comply with the following four requirements:

Screenshots
If you wish to benefit from Microsoft's automatic permission grant, you may not use screenshots of Microsoft product boot-up screens, opening screens, "splash screens", or screens from beta release products or other products that have not been commercially released. Use rationale

[edit]
Non-free media rationale for Windows CE
Article

Windows CE

Purpose of use

To illustrate Windows CE 5 with the ultimate aim of allowing the reader to distinguish the subject of the article and better understand the critical commentary written about it.

Replaceable?

Because it is a screenshot of a non-free software product, there is almost certainly no free equivalent. Any substitute that is not a derivative work would also be able to convey the meaning intended, but such a substitute is violation of standing copyright laws.
