The Professional Services Review (PSR) is an Australian Commonwealth statutory agency that administers the PSR Scheme, which reviews suspected cases of inappropriate practice related to claims under the Medicare Benefits Schedule, the Pharmaceutical Benefits Scheme and the Child Dental Benefits Schedule. The scheme is established under Part VAA of the Health Insurance Act 1973 and related legislative instruments.[2][3][4][5]
History
[edit]The PSR Scheme was introduced in 1994 to replace the Medical Services Committees of Inquiry. The 1994 amending Act inserted Part VAA into the Health Insurance Act 1973 to establish peer review committees and a Determining Authority.[2][6] Regulatory materials note the commencement of the scheme on 1 July 1994.[7]
Role and functions
[edit]Under Part VAA and related instruments, PSR:
- reviews possible inappropriate practice on request from the Chief Executive Medicare
- conducts peer review through PSR Committees and may negotiate agreements
- refers matters to the PSR Determining Authority, which decides sanctions and ratifies agreements
- works with the Department of Health, Disability and Ageing and Services Australia on data and implementation of determinations
- provides guidance and publishes case outcomes and corporate documents.[1][8][9]
The PBS states that the scheme covers a wide range of health professions including medical, dental, optical, nursing and allied health professions.[1]
Governance
[edit]PSR is a non corporate Commonwealth entity in the Health, Disability and Ageing portfolio and is part of the Commonwealth performance framework under the Public Governance, Performance and Accountability Act 2013.[1] The Director of PSR is an independent statutory officer appointed under section 83 of the Health Insurance Act 1973 with the agreement of the Australian Medical Association. Associate Professor Antonio Di Dio was appointed Director for a term commencing 11 July 2024. A list of current statutory appointees, including members of the Determining Authority and the PSR Panel, is published by PSR.[10][11][12]
Resources and staffing
[edit]According to the 2025-26 Portfolio Budget Statements, total resourcing for PSR is $28.225 million in 2025-26 and the Average Staffing Level is 40 in 2024-25 and 2025–26.[1]
Reporting and coverage
[edit]PSR publishes corporate plans, annual reports and case outcomes. Independent coverage has examined PSR's operations and workload in the context of Medicare compliance and integrity.[13][14][15]
