The National Data Management Office (NDMO) (Arabic: مكتب إدارة البيانات الوطنية) is the national data protection and data governance authority of the Kingdom of Saudi Arabia. It operates as a sub-entity and legislative arm of the Saudi Authority for Data and Artificial Intelligence (SDAIA), and serves as the national regulator and reference body for data-related policies, standards, and personal data protection in the country.[1][2]
History
[edit]The NDMO was established in 2019 alongside SDAIA following a royal decree that created the authority and affiliated bodies, including the National Data Management Office, the National Centre for Artificial Intelligence and the National Information Center.[3][4]
The creation of NDMO formed part of Saudi Arabia’s broader digital transformation and data strategy under Saudi Vision 2030, which emphasises data-driven government, open data, and enhanced protection of personal data.
Mandate and functions
[edit]NDMO’s mandate covers the development, issuance and oversight of national policies, frameworks and controls related to data management and personal data protection across the Saudi public sector. It acts as the central authority for:[5][6][7][8]
- setting national data management and governance standards for public entities;
- defining controls and requirements for personal data protection in alignment with the Saudi Personal Data Protection Law (PDPL);
- establishing policies for government data classification, sharing and interoperability;
- overseeing open data and freedom of information practices for government entities;
- monitoring compliance with data management and protection standards, including assessments and audits.
The NDMO Standards apply to all Saudi public entities and their partners handling government or personal data, and cover a wide range of domains including data governance, data quality, data architecture, data sharing, open data, freedom of information, data classification and security.[6][7]
Regulatory framework
[edit]As the national data regulator, NDMO develops and maintains a set of frameworks and regulations that support the implementation of Saudi data policy, including:[5][2]
- the National Data Management and Personal Data Protection Standards;
- data classification and data sharing policies for government entities;
- guidance on the application of the Personal Data Protection Law;
- governance requirements for processing and hosting personal data within Saudi Arabia;
- procedures for handling data breaches, complaints and regulatory approvals.
Initiatives and platforms
[edit]NDMO leads or supports several national initiatives and platforms that operationalise its mandate, including:[9][10][11]
- the National Data Governance Platform, which provides electronic services related to data governance, compliance assessments, personal data breach notifications and regulatory requests;
- the National Data Bank and the Saudi Open Data Platform (open.data.gov.sa), which aim to improve the quality, availability and reuse of government datasets;
- programmes and tools to help public entities implement NDMO standards, conduct data protection impact assessments and improve data quality.
Organisation
[edit]NDMO is organisationally linked to SDAIA and forms part of the authority’s overall structure. The office is headed by a president; as of 2025 the position has been held by Alrebdi Fahad Alrebdi.[12]
