The Kerala Institute of Local Administration (KILA) is an autonomous institution under the Local Self Government Department, Government of Kerala. Established in 1990, it functions as the state nodal agency for training, research, and consultancy in local governance and decentralization.[1][2]
History
[edit]KILA was established in 1990 under the Travancore-Cochin Literary, Scientific and Charitable Societies Registration Act, 1955, to support the implementation of the 73rd and 74th Constitutional Amendments in Kerala.[3] It was designated as the nodal agency for capacity building of local self-government institutions (LSGIs) in the state.[4]
Since 2016, KILA has been recognized as a National Resource Organisation for localizing Sustainable Development Goals (SDGs) in collaboration with the Ministry of Panchayati Raj and UNDP.[5]
Mandate and Functions
[edit]KILA is mandated to:
- Conduct training programs for elected representatives and officials of Panchayati Raj Institutions and Urban Local Bodies
- Undertake research on decentralization and local governance
- Provide consultancy and handholding support to LSGIs
- Develop training modules, manuals, and digital tools for local planning and governance[6]
It coordinates training under the Rashtriya Gram Swaraj Abhiyan (RGSA) and supports initiatives such as:
- Localization of SDGs[4]
- ISO certification of Gram Panchayats
- Child-friendly, aged-friendly, and disability-inclusive local governments
- Disaster management and climate action planning.[4]

[edit]KILA operates from its headquarters in Mulamkunnathukavu in Thrissur and has five regional centres across Kerala to support localized training and research.[7]

- Rebuild Kerala Initiative: Supported recruitment of disaster management coordinators in 2020.[9]
Governance
[edit]KILA is governed by a Governing Body chaired by the Minister for Local Self Governments. The Director General is the chief executive officer.[10]
